UN Security Council Divided Over Military Action to Reopen Strait of Hormuz

Summary

Russia, China, and France oppose a resolution authorizing force to reopen the Strait of Hormuz, leading to a deadlock in the UN Security Council.

Russia, China, and France have effectively blocked a proposal by Bahrain, supported by Gulf Arab states, seeking United Nations Security Council authorization for military action to reopen the Strait of Hormuz. These permanent members expressed opposition to any language permitting the use of force, according to diplomatic sources.

The draft resolution, now in its fourth revision after weeks of negotiations, includes a clause authorizing member states to use all necessary means to secure transit passage and deter interference with international navigation through the strait. A vote on the resolution is expected on Friday, though it remains uncertain whether further diplomatic efforts will resolve the impasse.

Iran closed the Strait of Hormuz—a critical passage for approximately 20% of the world's oil and gas shipments—following joint U.S. and Israeli military strikes on February 28. The closure has led to global energy disruptions, financial market instability, and increased costs for oil, shipping, and insurance. Iran has also conducted retaliatory attacks on Gulf nations hosting U.S. bases, resulting in civilian casualties and significant damage to infrastructure.

Bahrain's Foreign Minister, Abdullatif bin Rashid Al Zayani, addressed the Security Council, condemning Iran's actions as "treacherous" and "preplanned," and asserting that they violate international law. He highlighted that Iran targeted civilian structures, including airports, water stations, seaports, and hotels.

The United Arab Emirates has also called on the UN to authorize measures, including the use of force, to reopen the strait. In a letter to the UN Secretary-General and Security Council president, UAE Ambassador Mohamed Abushahab urged immediate action to ensure safe navigation in the region.

The situation remains fluid as diplomatic efforts continue to address the closure of this vital maritime corridor.
