Study Highlights Need for Comprehensive Energy System Transformation to Achieve Climate Neutrality
Research indicates that while emissions reductions and renewable energy expansion are important, they do not fully capture the systemic changes required for a CO₂-free energy system.
A recent study led by Germán Bersalli from the Research Institute for Sustainability suggests that traditional indicators like emissions reductions and renewable energy expansion provide limited insight into the progress toward climate neutrality. Published in Current Research in Environmental Sustainability, the research introduces a framework to better assess the underlying drivers of change, applied to the electricity sectors of Denmark, Germany, Norway, and the United Kingdom.
The study identifies five key areas essential for a holistic energy transition: zero-emission policy targets, phasing out carbon-intensive technologies, introducing CO₂-free technologies, transforming infrastructure, and implementing regulatory changes. Analysis reveals that despite measurable advances, none of the examined countries have achieved the comprehensive, system-wide transformation necessary for a fully CO₂-free energy system.
Bersalli emphasizes the importance of understanding the causes of emissions changes, stating that while reductions in CO₂ emissions and the adoption of new technologies are often highlighted, these metrics alone are insufficient. He notes that data may not distinguish between structural changes and short-term effects like economic downturns. The developed framework aims to reveal the causes of changes, not just the symptoms, thereby indicating where additional political measures are required.
The study's findings underscore that individual advances are not enough. Without a far-reaching transformation of the entire energy system, climate neutrality remains out of reach. However, examples from Denmark and Norway demonstrate that decisive political measures can significantly accelerate the transformation.
