Originally from Hamilton, Ontario, he was posted to the 4th Artillery Regiment (General Support), Royal Canadian Artillery, based at 5th Canadian Division Support Base Gagetown in Oromocto, New Brunswick. This was his first overseas deployment.

The circumstances surrounding his death are under investigation by the Canadian Forces Military Police, with support from the Latvian State Police.

General Jennie Carignan, Chief of the Defence Staff, stated, "The passing of Gunner Halmagean is a loss deeply felt for the Canadian Armed Forces. On behalf of all our members, I offer my heartfelt sympathies to his loved ones and those who served alongside him."

Following the ceremony at CFB Trenton, a motorcade transported Halmagean's body along the Highway of Heroes to Toronto, with residents lining the route to pay their respects.
