Baltic States Establish Military Mobility Area to Enhance Regional Defense

Summary

Estonia, Latvia, and Lithuania have agreed to create a Baltic Military Mobility Area to streamline the movement of troops and equipment across their borders, aiming to strengthen regional defense and contribute to a broader European military mobility framework.

Estonia, Latvia, and Lithuania have agreed to establish a Baltic Military Mobility Area (MMA) to facilitate the seamless movement of military forces and equipment across their borders. The defense ministers of the three countries signed a joint declaration of intent in Tallinn on January 30, 2026, formalizing this initiative.

Estonian Defense Minister Hanno Pevkur emphasized the importance of eliminating bureaucratic obstacles that currently hinder military mobility. He stated that the goal is to remove paperwork requirements when militaries move between European countries, noting that existing procedures can delay movements for months.

Lithuanian Defense Minister Robertas Kaunas highlighted the practical benefits of the MMA, explaining that it would allow Lithuanian tanks to move freely to defend Riga, Estonian artillery to support Vilnius, and Latvian forces to strengthen Tallinn. He stressed that in times of crisis, every hour matters, and bureaucracy and borders can slow down defense and deterrence.

Latvian Defense Minister Andris Sprūds underscored the broader scope of the project, stating that the mobility area would cover land, sea, air, and cyber domains. He emphasized that military mobility is crucial in critical times and that the initiative aims to strengthen NATO's eastern flank.

The ministers noted that the MMA is intended for peacetime and aims to improve readiness and deterrence. They also expressed their commitment to contributing to discussions on a wider, Europe-wide military mobility framework to reinforce NATO's eastern border.

This agreement builds upon previous regional defense cooperation efforts, including the Baltic Defence Line initiative announced in January 2024, which focuses on constructing anti-mobility defensive installations along the borders with Russia and Belarus to deter potential military aggression.
