The incident occurred on January 19 at the entrance of Roskomnadzor's headquarters in Moscow as Belyaev was leaving the building.
The suspect, identified only as Artyom A., allegedly attacked Belyaev, resulting in his immediate death. Investigators believe the teenager harbored political and ideological grievances against Roskomnadzor's activities and had been planning the attack since December.
Following the incident, Russian authorities have not publicly acknowledged the death. State and pro-Kremlin media outlets were reportedly advised not to publish information about the killing, leading to a media blackout.
Belyaev had been with Roskomnadzor for over a decade, serving as deputy head of the Department for Control and Supervision of Communications. This department oversees the implementation of internet restrictions, including blocking websites and throttling internet traffic.
A criminal case has been opened under Russia's most serious murder charge, covering killings motivated by political or ideological hatred. However, there is no public court record of the case, and the FSB has reportedly classified the investigation.
