The Housing and Development Board introduced 7,964 Build-to-Order flats across seven projects, the first sale since household income ceilings were raised in August.

The Housing and Development Board (HDB) announced the launch of 7,964 flats in its November 2026 Build-to-Order (BTO) sales exercise, covering projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. The exercise follows the August increase of monthly household income ceilings to S$16,000 for families and S$8,000 for singles, HDB said in a media release on Wednesday.

The new supply brings the total number of flats launched by HDB in 2026 to 23,928, comprising 19,608 BTO units and 4,320 Sale of Balance Flats. The seven projects include three Standard BTOs – Sembawang Anchor, Plantation Dew and Chencharu Acres – three Plus BTOs – Merpati Meadow, Bayshore Sails and Bayshore Oasis – and one Prime BTO, Toa Payoh Hillside.

"This ensures that HDB flats in better locations remain affordable and accessible for a wider group of home buyers, and public housing remains inclusive across different parts of Singapore," said HDB.

Standard flats start at S$266,000 for a 3-room unit at Plantation Dew and S$312,000 for a 4-room unit at Sembawang Anchor. Plus flats begin at S$409,000 for a 3-room unit at Bayshore Sails and S$545,000 for a 4-room unit at Merpati Meadow. Prime flats at Toa Payoh Hillside start at S$558,000 for a 4-room unit without a balcony and S$619,000 with a balcony. Prices are before housing grants.

Eligible first-timer families may receive up to S$120,000 under the Enhanced CPF Housing Grant, allowing a 3-room Standard flat to be purchased from about S$161,000.

More than one-third of the units are 2-room Flexi flats, offered across all projects for singles and seniors. The exercise also includes 256 Community Care Apartments at Toa Payoh Hillside, the first CCA project since the eligibility age was lowered to 55.

Applications are open from Wednesday until 11 November, with a S$10 administrative fee per application. Applicants must hold a valid HDB Flat Eligibility letter and can apply for only one flat type in one town. HDB advises buyers to consider their finances, the 75 % loan-to-value limit and current application rates, which are updated daily on the HDB Flat Portal.

Queue positions will be announced in January 2027, with flat booking expected to start in March. The next BTO exercise is scheduled for February 2027, offering about 4,300 flats, alongside a concurrent Sale of Balance Flats exercise of roughly 5,000 units.
