Palace says King’s Commonwealth role is ceremonial amid slavery apology debate

Buckingham Palace clarified that the King’s function in the Commonwealth is to inspire and convene, not to make policy, as leaders discuss a possible UK apology for the trans-Atlantic slave trade at the Caribbean summit.

Buckingham Palace said the monarch’s position as head of the Commonwealth is limited to "inspiring and convening, rather than policy making," distancing the King from ongoing debates about a UK apology and reparations for the Atlantic slave trade. The clarification was issued as Commonwealth leaders gathered for a summit in Antigua and Barbuda.

The King is scheduled to speak on Tuesday, where he is expected to acknowledge the painful legacy of slavery while reflecting the UK government’s stance. Prime Minister Andy Burnham has suggested a formal apology could be considered but has ruled out financial reparations.

"The UK must face up to the past" over the "brutal and barbaric violation" of the slave trade, Burnham said on Saturday, adding that he is "open" to a formal apology.

His spokesperson later clarified that Burnham’s expression of sorrow and regret was "distinct from a formal apology" and that any apology should be discussed with the countries and communities most affected.

During his Caribbean tour, the King visited Antigua and Barbuda’s Government House museum, viewing slavery artefacts, and met actor Idris Elba at Nelson’s Dockyard before attending a business reception with Burnham. Foreign Secretary Ed Miliband said the UK is "self-confident enough to have this conversation" about a possible apology, while Conservative leader Kemi Badenoch dismissed such discussions as a distraction.

Antigua and Barbuda’s Prime Minister Gaston Brown warned that the consequences of slavery persist and called for reparations talks. The Palace’s statement underscored that any formal apology or reparations would be a political decision, reaffirming the King’s role as a unifying figure above partisan divisions.
