Treasurer Chalmers' fiscal discipline push blocked by prime minister's inner circle

Treasurer Jim Chalmers says his attempts to tighten spending were overruled by a group of senior ministers, raising questions about his influence in the cabinet ahead of the upcoming budget.

Treasurer Jim Chalmers said his efforts to impose tighter fiscal discipline were repeatedly rejected by a group of senior ministers that includes Finance Minister Katy Gallagher, Foreign Minister Penny Wong and Health Minister Mark Butler. The nine-person cabinet expenditure review subcommittee, which vets budget proposals, has reportedly favored higher-cost options despite Chalmers' advocacy for the lowest-cost alternatives.

Chalmers told the Inside Politics podcast that he has become a “lightning rod” for criticism as inflation remains above target in Australia, surpassing levels in the United Kingdom, the United States and the G7 average. He added that he wants to increase both revenue and spending in ways that support the economy, but that his proposals often face resistance within the cabinet.

"It’s up to other ministers and the prime minister how they describe their part in that," Chalmers said on the podcast.

The Treasury’s push for a tax on gas exports and a road user charge for electric-vehicle owners also failed to gain cabinet approval, according to sources. The latter was reportedly opposed by the prime minister as too controversial.

Government insiders note that a recent request for each department to identify 5 % cuts did not produce significant savings, while overall federal spending rose 4.3 % last financial year, outpacing projected GDP growth. Analysts estimate that Labor will need to find about $11 billion in additional savings to close a budget gap widened by higher interest payments and bond yields.

Opposition figures have criticised Chalmers for not taking full responsibility for the government's polling decline and for accusing the Coalition of “post-truths” in its inflation assessment. Shadow treasurer Tim Wilson called on Chalmers to assume greater accountability and mocked the prime minister’s upcoming travel abroad.

The internal dispute highlights ongoing tensions within the Albanese cabinet over fiscal strategy as the government prepares a December budget update.
