Summary

President Trump unveiled a federal program that would pay whistleblowers a share of recovered fraud, with the president stating he will decide eligibility and compensation.

President Trump announced a federal "Fraud Whistleblower Incentive Program" that would reward individuals who report fraud against the U.S. government with a share of the recovered amount. Under the proposal, whistleblowers could receive 1% of the fraud value they expose, with no explicit cap, and payments would be made directly by the Treasury Department.

"I will be the arbitrator of all of these decisions," Trump said in the Oval Office, adding that he would determine who is deserving of compensation.

Vice President JD Vance, who leads the administration's fraud task force, was present for the announcement. The program’s website notes that successful claims could be paid up to $30,000, but Trump indicated that the limit could be removed and that criminal charges would not be required for payment.

The first recipient was Nick Shirley, a young content creator who reported alleged fraud at childcare centers in Minnesota and received a $10,000 check during the Oval Office briefing.

Existing whistleblower provisions under the False Claims Act allow payouts of 25% to 30% of recovered funds, but the administration claims most fraud falls outside that law’s scope. Naomi Seligman, president of Whistleblower Aid, expressed skepticism, urging the president to examine alleged violations within his own administration.
