Philadelphia investigation links missing women to Raymond Horsch's activities

Résumé

Authorities are probing the disappearance of at least five women tied to a property associated with Raymond Horsch, whose cousin alleges the suspect solicited prostitutes and operated a flop house.

Philadelphia police are investigating the disappearance of five women linked to a house where Raymond Horsch's son, Eugene Horsch, resides. The probe began after officers discovered an identification card belonging to one of the missing women during a traffic stop of Eugene Horsch. Investigators have recovered five urns believed to contain human remains, as well as drugs, chemicals, firearms and counterfeit FBI and DEA credentials.

According to the cousin of missing 27-year-old Nicole Fusaro, Raymond Horsch was known to solicit prostitutes and operated a "flop house" in the Kensington area, a neighborhood associated with sex work. Halloran-Koren said he began searching for his cousin in 2020 and was told by acquaintances that Horsch’s name was mentioned in connection with her disappearance. He also recounted that a woman responded to a Craigslist advertisement posted by Horsch seeking models.

Police have obtained video footage that appears to show Horsch using a zip tie to strangle a woman. Forensic experts described the act as indicative of torture and noted that repeated non-fatal strangulation is a strong predictor of future homicide. The FBI is reviewing more than one million files seized from the Horsch residences and has identified roughly 60 individuals connected to the case.

Eugene Horsch remains in federal custody on firearms and fraudulent-credential charges; no homicide charges have been filed against either Horsch. The investigation continues to determine whether the videos depict staged performances or actual violence.

The family of Nicole Fusaro expressed frustration with a recent police press conference that described graphic details of the video, saying the information had not been previously shared with them.
