House Democratic leader Jeffries warns of loopholes in Russia sanctions bill

सारांश

Hakeem Jeffries said the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 contains numerous loopholes and could give the president broad tariff authority, prompting him to vote against the measure.

The House passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on a 262-159 vote on the final day before the congressional recess. The legislation would impose new sanctions on Russian officials and entities, target the so-called “shadow tanker” fleet that helps Russia ship crude, and authorize tariffs of up to 100% on top purchasers of Russian energy, including China.

Democratic leader Hakeem Jeffries said the bill “has so many loopholes” that it might fail to effectively harm Russia and could grant the president “unfettered authority to unleash tariffs on the American people.” He announced he would vote no, questioning why Congress would give the president additional power to impose economic harm on U.S. consumers.

Republican Representative Don Bacon described the measure as a “Churchill vs. Chamberlain moment on Russia,” while Democratic staffers argued it represented a “last chance” to tighten sanctions before Ukraine faces a winter of heightened conflict.

The vote concluded as Congress prepared for a midterm election-focused recess, with House Speaker Mike Johnson canceling further scheduled votes.
