Senate passes bill allowing 100% tariffs on top Russian energy buyers
The U. S. Senate approved the Lindsey O. Graham Sanctioning Russia Act of 2026, granting the president authority to levy tariffs of up to 100% on the five largest importers of Russian oil and gas, with limited waiver provisions.
The bipartisan measure, a 61-page sanctions package named after the late Sen. Lindsey Graham, also targets Iran and includes visa bans and additional duties on Russian exports. It passed the Senate by an 86-11 vote after earlier reports described the bill’s aim to curb Russia’s war financing by reducing revenue from its energy sales.
