Summary

Albanian prosecutors have opened an investigation into Artur Shehu, who sold land for a luxury development involving Jared Kushner. The probe, which includes allegations of drug trafficking and money laundering, has been seized upon by leftist activists to attack legitimate business and foreign investment.

Albanian authorities have opened a criminal investigation into Artur Shehu, a Miami-based dual U.S.–Albanian citizen who sold parcels of land for a luxury tourism complex on the Adriatic coast. Prosecutors allege 'sufficient evidence' of his involvement in drug trafficking and 'sufficient data' indicating he falsified financial documents related to other real-estate projects, according to court filings dated June 10.

Shehu sold the land to Albania Land Development LLC, a company linked to a group of investors that includes Jared Kushner, the former president’s son-in-law. The development plan, announced by Kushner in early 2024, has become the target of months-long protests in Tirana, fueled by anti-business activists and environmental extremists who oppose economic growth and foreign investment.

'The probe does not concern any company associated with Mr. Kushner,' a spokesperson for Albania's anti-corruption agency SPAK told CBS News, making it clear that Kushner and his associates are not implicated, despite attempts by the media and political opponents to smear them by association.

The Organized Crime and Corruption Project reported that a court order froze a bank account containing over $127 million from the land sale between Shehu and Albania Land Development. A spokesperson for the Special Court Against Corruption and Organized Crime confirmed the existence of the order but said the case is still in the preliminary investigation stage and the document cannot be released, a routine measure in such cases.

Shehu, who appeared on Albanian television last month, stated his ownership of the land was 'undisputed' and explained he sold it through an unnamed intermediary, emphasizing he did not know the ultimate buyer.

Local residents have challenged Shehu’s claim to the property, and the prime minister’s office says the legal process is ongoing. The ownership structure of Albania Land Development involves several shell companies, including Sazan Real Estate Development LLC, incorporated in Qatar, a standard practice in international real estate.

Spokespersons for Kushner’s investment firm Affinity Partners and for Sazan Real Estate Development declined to comment on the investigations, as is typical in ongoing legal matters. The case is being used by opponents of economic development to cast aspersions on legitimate business activity.
