UK Reports 301 Russian Shadow Fleet Incidents in Territorial Waters Amid New Enforcement Measures
Pole Star Global reports 301 Russian shadow fleet vessel events in UK waters during early 2026; UK government grants military powers to board and detain sanctioned vessels.
Pole Star Global, a maritime intelligence firm, has reported 301 incidents involving Russian shadow fleet vessels in UK waters during the first quarter of 2026, with a monthly increase from 95 in January to 106 in March. The majority of these events occurred within the British Exclusive Economic Zone and territorial waters, including ports such as Belfast, Immingham, and Grangemouth.
In response, the UK government announced on 25 March that military and law enforcement officers are now authorized to board, interdict, and detain sanctioned shadow fleet vessels transiting UK waters, including the English Channel. Prime Minister Keir Starmer made this announcement at the Joint Expeditionary Force Summit in Helsinki, emphasizing the UK's commitment to disrupting operations that are believed to support Russia's activities in Ukraine.
Alex Field, Managing Director of Pole Star Defense, commented on the development, stating that the government's decision to physically intercept these vessels reflects a broader shift towards active enforcement of sanctions. He noted that effective sanctions require both the capability and willingness to act, supported by accurate intelligence to identify and target specific vessels.
The UK has imposed sanctions on 544 Russian shadow fleet vessels to date. This move aligns with similar interdiction operations conducted by Joint Expeditionary Force allies, including Finland, Sweden, and Estonia, in the Baltic region.
