The arrested individuals, aged between 52 and 68, include two company directors and an engineering consultant. Police suspect that their gross negligence contributed to the rapid spread of the fire. Investigations revealed that materials used during the building's renovation, such as protective netting, tarpaulin, and plastic sheeting, may not have met fire safety standards. Additionally, flammable polyurethane foam was found sealing windows near elevator lobbies, potentially accelerating the fire's spread.
The fire, which started on external scaffolding, quickly engulfed seven of the complex's eight 32-story towers. Firefighters faced challenges due to intense heat, thick smoke, and falling debris. Approximately 900 residents have been evacuated to temporary shelters, while rescue operations continue.
This incident has intensified scrutiny over the use of bamboo scaffolding and flammable construction materials in Hong Kong. Authorities have initiated a special task force to investigate the fire's cause and are reviewing fire safety compliance in ongoing construction projects.
