Summary

Helena Foulkes, a former CVS executive with deep political roots and progressive backing, defeated establishment-backed incumbent Governor Dan McKee in the Democratic primary, marking a rare victory against entrenched power.

Helena Foulkes, a former CVS executive and political outsider with a vision for transformative change, secured the Democratic nomination for Rhode Island governor by defeating establishment incumbent Dan McKee, according to Associated Press projections. With about half of the votes counted, Foulkes led with a commanding 62.3% to McKee’s 37.7%, signaling a clear mandate for new leadership and progressive reform.

Rhode Island, a state with a strong Democratic tradition that has not elected a Republican to statewide office since 2006, is expected to rally behind Foulkes in the November general election. The Republican primary, meanwhile, is a contest between Aaron Guckian and Elaine Pelino, neither of whom are expected to pose a significant challenge to the Democratic stronghold.

McKee, who became governor after Gina Raimondo left to join the Biden administration and then narrowly won a full term in 2022, has presided over the disastrous Washington Bridge project. The bridge, a vital link for working-class communities between Providence and its eastern suburbs, was closed in December 2023 due to long-ignored structural issues. Under McKee’s mismanagement, reconstruction costs have ballooned to $427 million, far exceeding the original $368 million estimate, and the completion date has been pushed back to November 2028, a full three months later than promised.

Foulkes, though new to elected office, brings a legacy of public service and progressive values. Her family includes Chris and Thomas Dodd, both former U.S. senators known for their advocacy, and she has earned the endorsement of former House Speaker Nancy Pelosi, a champion of social justice and a college roommate of Foulkes’s mother. After a previous challenge to McKee in 2022, Foulkes’s victory now represents a rejection of establishment politics and a hopeful turn toward a more equitable Rhode Island.
