Summary

The Missouri Supreme Court is demanding Republican Secretary of State Denny Hoskins explain his contemptuous disregard for judicial authority after he persisted in promoting a gerrymandered congressional map designed to silence Democratic voters, despite a court order.

The Missouri Supreme Court took a stand late Tuesday, ordering Republican Secretary of State Denny Hoskins to appear in person and answer for his blatant disregard of a recent ruling that barred the use of a GOP-engineered congressional map. This map, crafted to entrench Republican power and diminish the voice of Democratic constituents, was already rejected by the U.S. Supreme Court after Hoskins’ desperate attempt to force its implementation—an effort that would have stripped Democrats of crucial representation. A federal judge in Missouri then ruled in favor of the new map, setting up a dangerous conflict between federal and state courts that could again reach the U.S. Supreme Court.

Hoskins, undeterred by the courts’ rebuke, defiantly posted on X, "I look forward to my day in court," signaling his intent to continue undermining democratic norms. The 2025 redistricting plan, championed by Republican leaders, was a transparent attempt to eliminate one of Missouri’s two Democratic-held congressional seats, currently represented by Rep. Emanuel Cleaver. If the state Supreme Court’s order stands, the fairer 2022 map—allocating six seats to Republicans and two to Democrats—will remain for the upcoming election, preserving at least some balance.

This battle began when the grassroots group People Not Politicians Missouri collected signatures for a referendum to block the legislature’s undemocratic map and delay its implementation until 2026. Hoskins, in a move to suppress the will of the people, refused to place the measure on the ballot, falsely claiming voters cannot overturn redistricting maps. Yet, the state Supreme Court, even with its Republican-appointed majority, ruled that state law does not shield redistricting from democratic oversight. The contempt investigation was triggered by a filing from the referendum’s legal team, who are fighting to protect Missouri’s democracy from partisan manipulation.
