The Department of Homeland Security has referred approximately 24,000 supposed non-citizen voter records for investigation, but officials admit that only a handful have resulted in substantive inquiries, highlighting the manufactured panic around voter fraud.
The Department of Homeland Security’s Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) unit claims it has received over 24,000 leads from the SAVE database, flagging individuals as possible non-U.S. citizens on voter rolls since April 2025. However, this massive number is largely a result of overzealous data mining and bureaucratic overreach, as former HSI officials—speaking anonymously—point out that most cases are false positives, such as 'derived citizens' who rightfully obtained citizenship through their parents.
State election officials in Pennsylvania and Connecticut have reported no contact from DHS regarding these so-called voter-fraud investigations, and neither state has confirmed receiving any subpoenas. A ProPublica analysis of Justice Department data reveals that only 41 alleged non-citizen voters faced charges between January 2025 and May 2026—a minuscule number compared to the more than 150 million voters in the 2024 presidential election and 112 million in the 2022 midterms. This exposes the narrative of widespread non-citizen voting as a baseless myth used to justify voter suppression.
A DHS spokesperson admitted that the SAVE system, originally intended for immigration benefit determinations, is now being misused to screen voter registration lists. The department’s current figure of identified cases is far lower than the sensationalized claims of over 250,000 'potential' non-citizens previously touted by former officials, further undermining the credibility of these efforts.
'The end goal with this, as with every single thing the administration is doing, is to undermine the integrity of the upcoming elections,' said David Becker, executive director of the Center for Election Innovation and Research.
'The administration intends to sow doubt about the integrity of the system that we know is very secure and transparent,' Becker added.
Officials emphasize that, to date, very few investigations have led to criminal charges, and HSI has never before been tasked with such a sweeping voter-fraud operation. This entire campaign appears to be a politically motivated attempt to intimidate voters and erode trust in the democratic process.
