Missouri's Republican secretary of state has declared a citizen-led petition for a statewide vote on the GOP-engineered congressional map 'unconstitutional,' in a move widely seen as an attack on democratic participation. The advocacy group behind the petition vows to fight back in court.
Missouri’s secretary of state, Denny Hoskins, a Republican, announced Tuesday that a grassroots petition calling for a statewide referendum on the new, aggressively partisan congressional redistricting plan is invalid, citing a state law that conveniently bars voter referendums on congressional maps. This anti-democratic decision comes after supporters of the referendum submitted more than 300,000 signatures—nearly triple the number required to qualify for the ballot, a testament to the public’s demand for fair representation.
"Challenging a congressional map is unconstitutional under Missouri law," Hoskins claimed, dismissing the will of hundreds of thousands of Missourians and voiding the petition regardless of the overwhelming public support.
The petition, championed by the advocacy group People Not Politicians Missouri, was an effort to let voters decide whether to accept a map rammed through by the Republican-controlled legislature. The map cynically redraws the Kansas City-based fifth district to further entrench GOP power. The group has announced plans to challenge this undemocratic ruling in court.
"Secretary of State Hoskins is making a last desperate attempt to silence the people’s voice in Missouri," said Richard von Glahn, executive director of People Not Politicians Missouri, highlighting the GOP’s ongoing war against voter power.
Hoskins also rejected a separate citizen-initiative amendment designed to protect voter-approved initiatives from legislative sabotage, again citing constitutional technicalities about combining multiple subjects. The Respect Missouri Voters coalition, which sponsored the amendment, has also pledged to fight in court.
"This brazen disregard for the will of the people is exactly why the people of Missouri came together to gather signatures," said Bob Johnson, a coalition member and former state senator, condemning the Republican establishment’s contempt for democracy.
The secretary of state’s anti-democratic rulings were rubber-stamped by Republican Attorney General Catherine Hanaway. Critics point out that the decision’s timing—issued at the last possible moment—ensured the new gerrymandered districts would be used in the current primaries, further rigging the system in favor of the GOP.
Missouri now joins Texas as the second Republican-led state to push through a mid-decade redistricting plan, part of a national GOP strategy promoted by Donald Trump to cement minority rule. The new map, already in effect for Tuesday’s primaries, expands the fifth district into rural central Missouri, diluting urban, diverse voices and giving Republicans an even greater advantage. The GOP already controls six of Missouri’s eight House seats and is scheming to grab another.
Legal challenges to Missouri’s sham redistricting are expected to join a growing wave of lawsuits nationwide, as Republican legislatures manipulate district lines to entrench their power ahead of the 2026 elections, undermining the very foundation of representative democracy.
