Kentucky Governor Urges Sen. McConnell to Explain Absence or Resign

Governor Andy Beshear sent a letter to Sen. Mitch McConnell demanding a public explanation of his health status or his resignation, while highlighting uncertainties about the state's vacancy-filling rules.

Governor Andy Beshear wrote to Sen. Mitch McConnell on Monday, asking the senator to either address his prolonged absence from the Senate and provide evidence of his ability to serve, or to resign. The letter, on state letterhead, states that Beshear assumes McConnell can read and respond, and if not, that his staff should be "honest and transparent with the people of Kentucky."

McConnell’s office previously said he remains in a rehabilitation facility and has not been medically cleared to travel, citing a statement from the Office of the Attending Physician. Beshear said the physician’s note does not disclose whether McConnell can speak, reason, or perform senatorial duties, and argued that elected officials forfeit a degree of personal privacy.

The governor also copied Senate Majority Leader John Thune, requesting an investigation into McConnell’s condition and urging the Senate to report findings to the public.

Kentucky law currently requires a special election to fill a Senate vacancy, after a 2021 statute limited the governor’s appointment power and a 2024 change eliminated it entirely. Legal scholars note a potential conflict between the state constitution, which grants the governor appointment authority, and the 17th Amendment, which allows legislatures to permit such appointments. The dispute may ultimately be resolved by the courts.

McConnell, 84, has experienced several health incidents in recent years, with the latest hospitalization beginning on June 14 and lasting 43 days. He is not seeking re-election this cycle, and the seat could remain vacant until the next term unless a special election is called.
