Andy Burnham poised to become UK prime minister after tenure as Manchester mayor

Résumé

Andy Burnham, the Labour mayor of Greater Manchester, is expected to succeed Keir Starmer as prime minister, bringing his northern, working-class background and devolution agenda to the national stage.

Andy Burnham, 56, the Labour mayor of Greater Manchester, is widely expected to replace Keir Starmer as the United Kingdom's prime minister later this month. Born in a Liverpool suburb to a telephone engineer and a receptionist, Burnham studied English literature at Cambridge before entering Parliament at age 31. He later served as secretary of state for culture, media and sport under Gordon Brown and gained national attention for his response to the 1989 Hillsborough disaster, where he advocated for the victims and helped launch an inquiry that identified police failures.

As mayor since 2017, Burnham has overseen extensive regeneration in Manchester, expanding public transport control and securing greater devolution of education and housing powers. He describes the city’s transformation as "Manchesterism," a model he intends to replicate nationwide by shifting authority from central government in London to regional bodies and proposing a "branch of Downing Street in the north."

Burnham has pledged to cut retail business taxes, increase public-housing construction to levels not seen since World War II, and reform welfare spending. In a June 29 policy speech he said, "Imagine good growth in every postcode and hope in every heart. Imagine no more, let's make it happen."

During the COVID-19 pandemic, Burnham criticised the central government's lockdown rules for disproportionately affecting lower-paid workers, a stance that raised his profile nationally. Analysts note that his northern, blue-collar identity may help Labour regain working-class voters who have recently shifted toward right-wing parties. However, he will inherit challenges such as low economic growth, high energy costs, and defense spending pressures linked to the war in Ukraine.
