Conservatives are particularly opposed to Senate Majority Leader John Thune's decision to partially fund DHS without allocating money for immigration enforcement. This has led to efforts to pass a separate package focused solely on federal immigration enforcement and border patrol funding, though progress has been hindered by additional demands from hardline members.

The recent shooting at a high-profile Washington event has further complicated negotiations. Some Republicans, like Representative Chip Roy of Texas, are calling for funding to establish a "secure ballroom" on White House grounds for presidential events. This adds to existing demands, including tying the DHS funding measure to broader legislative initiatives.

The DHS shutdown, already the longest in history, is now threatening to have dire consequences for officials charged with protecting U.S. borders. A Republican member, speaking anonymously, conveyed concerns from DHS Secretary Markwayne Mullin about potential "serious consequences" if funding is not restored promptly. Mullin has publicly warned that the department's financial resources are nearly depleted.

Beyond DHS funding, GOP leaders must navigate other legislative challenges, such as renewing a government surveillance authority critical to U.S. intelligence operations. This tool, known as Section 702 of the Foreign Intelligence Surveillance Act, faces opposition from Republicans wary of warrantless government surveillance. House GOP leadership believed as of Friday that enough conservatives would accept their latest FISA proposal and longer-term funding could finally pass the chamber, sending it to the Senate. However, skepticism remains among some conservatives regarding the proposed changes.

The slim House majority complicates Speaker Johnson's efforts to balance the demands of conservative hardliners and moderates. Representative Don Bacon of Nebraska criticized the influence of a small faction within the party, stating, "We are trying to accommodate 20 people. This is what is broken about Congress. These guys want to rule with just 218 and that gives power to 20 or 10 depending on the issue and that just ain't right."

As the DHS funding standoff continues, the pressure mounts on GOP leaders to find a viable solution that addresses the concerns of various factions within the party while ensuring the operational stability of critical federal agencies.
