Two Ukrainians Indicted in Germany for Alleged Russian-Directed Parcel Bomb Plot
German prosecutors have indicted two Ukrainian nationals for allegedly conspiring with Russian intelligence to send explosive parcels intended to detonate en route to Ukraine, aiming to cause significant damage and undermine public security.
German prosecutors have indicted two Ukrainian nationals, identified as Daniil B. and Vladyslav T., on charges of espionage and conspiracy to commit aggravated arson. The indictment alleges that, under orders from Russian intelligence services, the two men planned to send explosive parcels from Germany to Ukraine, targeting areas not occupied by Russia. The parcels were intended to detonate during transit, causing significant damage and undermining public security.
In March 2025, the suspects reportedly sent two packages equipped with GPS trackers from Cologne to Ukraine. This operation aimed to map shipping routes in preparation for subsequent parcels containing incendiary devices.
Both men were arrested in May 2025 and have remained in pre-trial detention. A third suspect, Yevhen B., was detained in Switzerland and extradited to Germany in December 2025; charges against him are expected to be filed soon.
This case highlights growing concerns among European security officials about potential hybrid attacks orchestrated by Russia following its invasion of Ukraine. Russia has denied any involvement in such activities.
