U.S. Proposes 28-Point Plan to End Ukraine-Russia Conflict
The Trump administration has presented a draft peace plan to Ukraine, outlining significant concessions and security guarantees to resolve the ongoing conflict with Russia.
The Trump administration has introduced a 28-point draft proposal aimed at ending the conflict between Ukraine and Russia. The plan, presented to Ukrainian President Volodymyr Zelenskyy, requires Ukraine to make substantial concessions, including ceding additional eastern territories, limiting its military size to 600,000 personnel, and constitutionally committing to never join NATO.
In exchange, Ukraine would receive security guarantees modeled after NATO's Article 5, wherein the U.S. and European allies would consider an attack on Ukraine as an attack on the "transatlantic community." A senior U.S. administration official stated, "This plan was drawn up immediately following discussions with one of the most senior members of President Zelensky's administration, Rustem Umerov, who agreed to the majority of the plan, after making several modifications, and presented it to President Zelensky."
The proposal also includes economic measures such as the creation of a Ukraine Development Fund to invest in sectors like technology and infrastructure, and the reintegration of Russia into the global economy through phased lifting of sanctions and long-term economic cooperation agreements.
European leaders have expressed concerns over being excluded from the negotiation process and the potential implications of the plan. French, German, and UK officials have emphasized their commitment to supporting Ukraine and have voiced apprehension about any U.S.-Russia deal that does not involve them.
President Zelenskyy acknowledged the receipt of the plan and indicated that Ukrainian teams would work on the proposals to ensure they are realistic and align with Ukraine's fundamental interests. He emphasized the need for a genuine and lasting peace, stating, "We will not make harsh statements and are committed to clear, honest work – Ukraine, the United States and our friends and partners in Europe and the world."
