A federal judge has issued a permanent injunction preventing the deployment of National Guard troops to Portland, Oregon, ruling that the Trump administration exceeded its authority.
U.S. District Judge Karin Immergut has issued a permanent injunction preventing the deployment of National Guard troops to Portland, Oregon, ruling that the Trump administration exceeded its authority.
In her 106-page ruling, Judge Immergut determined that the administration lacked a legal basis to claim a rebellion in Portland or justify the deployment under emergency powers. She noted that while violent protests did occur in June, they "quickly abated" due to the efforts of law enforcement officers and have remained predominantly peaceful with only isolated and sporadic instances of "relatively low-level" violence.
The City of Portland and Oregon's Attorney General had sued the Trump administration, accusing it of exaggerating isolated violence to justify military intervention. Oregon Attorney General Dan Rayfield hailed the ruling as a win for the rule of law, while the administration vowed to appeal.
This decision follows broader legal challenges from Democratic-led cities like Chicago, resisting federal troop interventions they argue undermine states' rights.
