Ukraine's Targeted Strikes on Russian Oil Refineries Disrupt Fuel Supply

Ukraine has intensified its drone attacks on Russian oil refineries, causing significant disruptions in fuel supply and refinery operations. On August 2, Ukrainian drones targeted Rosneft’s Novokuibyshevsk refinery in the Samara region, damaging its primary crude oil processing unit, which is expected to remain offline for at least a month. The same day, Rosneft’s Ryazan refinery was also struck, with two crude processing units damaged, leading to a 60% reduction in crude intake for August.

These attacks have exacerbated fuel shortages across Russia, with gas stations running dry in regions like the Far East and Crimea. Motorists face long lines, and officials have resorted to rationing or halting sales altogether. Wholesale prices for A-95 gasoline spiked to record highs, approximately 50% higher than in January, driven by peak summer demand and reduced refinery output.

Russian economist Vladislav Inozemtsev commented that targeting oil refineries has a significantly bigger impact than targeting, for example, drone manufacturing sites. He noted that while a drone factory could be rebuilt in days, damage to an oil refinery results in prolonged operational disruptions. Inozemtsev also highlighted the challenges Russia faces in replacing damaged refinery equipment due to Western sanctions, stating that it is difficult to replace it with Chinese equipment.

In response to the fuel shortages, Russia has paused gasoline exports, with a full ban declared until September 30 and a partial ban affecting traders and intermediaries until October 31. The government is also considering raising the value-added tax (VAT) rate to manage the budget deficit. Despite these measures, Inozemtsev pointed out that while the Russian economy is being hit, the Russian army and Russia’s war remain intact at this stage.

The ongoing Ukrainian strikes on Russian oil infrastructure underscore the strategic importance of energy assets in the conflict, affecting both economic stability and military logistics.
