U.S. Pressures Ukraine to Halt Strikes on Russian Refineries, Threatens Arms Procurement Aid

Summary

U.S. officials warned that continued Ukrainian attacks on Russian oil facilities could lead to suspension of the Prioritised Ukraine Requirements List and intelligence sharing, according to European sources.

The United States has warned Kyiv that further deep strikes on Russian energy infrastructure may result in the suspension of the Prioritised Ukraine Requirements List, the mechanism used to channel U.S. weapons to Ukraine, and a reduction in intelligence sharing. European officials said they received calls or briefings from U.S. representatives urging both European capitals and the Ukrainian government to end attacks on Russian oil refineries.

"They are calling Kyiv ... They are calling everyone [in Europe]," said an official who received a call from a U.S. defence official.

The pressure follows a statement by President Donald Trump announcing an "energy ceasefire" between Russia and Ukraine, which he said would take effect immediately. Ukrainian President Volodymyr Zelenskiy indicated that details of the ceasefire were still pending.

Reuters could not independently verify the report, and the White House did not immediately respond to a request for comment.
