Trump Administration Seeks Emergency Removal of Fed Governor Lisa Cook

Summary

The Trump administration has requested an appeals court to remove Federal Reserve Governor Lisa Cook before the upcoming interest rate decision, citing allegations of mortgage fraud.

The Trump administration has petitioned an appeals court to remove Federal Reserve Governor Lisa Cook from her position by Monday, ahead of the central bank's scheduled interest rate meeting. This move follows a federal judge's recent ruling that reinstated Cook after her attempted dismissal on August 25.

President Trump alleges that Cook committed mortgage fraud by claiming two properties as primary residences in July 2021, prior to her tenure at the Fed. Such claims can result in more favorable mortgage terms. Cook has denied these allegations.

U.S. District Court Judge Jia Cobb ruled that the administration did not meet the legal standard required to dismiss a Fed governor, which is limited to misconduct during their term in office. Cook joined the board in 2022.

In their emergency appeal, the administration argued that Cook's alleged actions, even if prior to her appointment, "indisputably call into question [her] trustworthiness and whether she can be a responsible steward of the interest rates and economy."

The administration seeks a reversal of the lower court's decision by Monday. If successful, Cook would be removed from the board pending the case's resolution, causing her to miss the upcoming meeting. If the appeal is denied, the administration may pursue an emergency ruling from the Supreme Court.

The Federal Reserve is anticipated to reduce its benchmark interest rate next week by a quarter-point to approximately 4.1%. Such a cut typically lowers borrowing costs for mortgages, auto loans, and business loans over time. Some rates have already decreased in anticipation of the Fed's decision.

Should Stephen Miran, a top economic adviser to President Trump, be confirmed in time to join the Fed, he may advocate for a more substantial half-point rate reduction. The decision will involve 12 voting officials, including the seven board members and five regional bank presidents who vote on a rotating basis.

While Trump's appointees Christopher Waller and Michelle Bowman might support a half-point cut, several regional bank presidents have expressed concerns about persistent inflation and may oppose a larger reduction. A quarter-point cut could result in dissenting votes from officials favoring no change and those advocating for a half-point decrease.
