Former Bucks County police chief details 2009 arrest of man linked to Philadelphia missing-women case

Summary

Former New Britain Township police chief Robert Scafidi recounted the 2009 arrest of Raymond "RC" Horsch, whose home later became central to a Philadelphia investigation of missing and unidentified women.

Former New Britain Township police chief Robert Scafidi said he arrested Raymond "RC" Horsch at his Chalfont residence in 2009 after a neighbor reported hearing noises. A search warrant uncovered a marijuana-growing operation, firearms and several women’s identification cards, which were turned over to the district attorney’s office for further investigation. Horsch was later taken into federal custody and sentenced to 54 months in prison, receiving credit for time already served in a Bucks County jail.

The Chalfont property is owned by Eugene Horsch, Raymond’s son, who was arrested in June on unrelated charges. Investigators have been examining a separate Philadelphia home on West Chew Avenue, where evidence linking at least seven women to the location has been found, including photographs, videos and possible chemical substances. One of the women, Amy McHale, was last seen in 2016 and had previously been married to Raymond Horsch.

Current owners of the Chalfont house declined to be filmed but allowed reporters to view a renovated basement that contains a large safe built into the foundation, reportedly installed during Horsch’s tenancy. Philadelphia police have not yet searched the Chalfont property, though they plan to return to the West Chew Avenue home later this month with an additional warrant. No charges related to the missing women have been filed and no bodies have been recovered.
